No, I don't think you can turn them off.

The only time you shouldn't get tagged is if an item is private or you don't have access to it. I'm not entirely sure offhand how it handles group-only item restrictions and things like that. If someone has a forum private to do work on it, and they tag you or your item and then they make it public again after the work is done, your item would be tagged, but no notification would have been made while it was private.

In the future, try to take note of those kinds of things and maybe we'll have some more info to work from. I'm not aware of any current bugs with the tagging system like you describe... so more specifics would help to see if there IS a bug for you.
