You're correct about the 31-day period for the Read and Review a Newbie forum. But that's most likely to ensure turnover in the availability of items to read. Six months would have folks on that list long enough to foster a bit of stagnation.
Another possible source to support the 'six-month' theory is found in "Promotion to Preferred Author" . One of the criteria for being promoted from a Black case to Yellow case (Preferred Author) is being a member of WDC for six months. One could hardly consider a Preferred Author a newbie.
Finally, there are a number of Newbie-only contests run by seasoned members. The host of the contest determines the criteria for the contest, often including the number of months a person has been a member of WDC. Most limit to six months, but I found one contest ("The Newbie Poetry Award" ) where members can be up to one year old on WDC.
