I think you could use a hurricane as an antagonist. Perhaps evil energy, and I DO believe in evil, is placed in the warm waters and consequently stirs up the wind and the rain and the clouds. Why not? Weirder things have been portrayed in fiction and in the movies.
So perhaps an antagonist somehow embedded itself in a small little nugget of a thunderstorm, then through some slight-of-hand, and that is up to the writer to develop/discover, is able to manipulate said storm to become a monster, man-eating, land-destroying hurricane of epic proportions. And said storm changes the landscape, perhaps of an entire continent.
I believe in the Bible. It happened once in earth's history. Why couldn't it happen again?
