While I don't have the link for World Weaver's, I can answer the questions about NaNoWriMo.
For the official event, which isn't a contest, technically you are not supposed to start writing until November 1st. You can prep as much as you want but the novel writing part is supposed to start during the novel month, which is November.
Some people prep and others don't. There is a NaNo prep challenge here on WDC that is starting on October 1. "October Novel Prep Challenge" [13+]
