My thoughts are that Heather K will not now want to waste her time and resources for Heather N. She will "promise" her a new identity, but it has to wait until Heather K is settled anew. She thinks she can manipulate Heather N for a while or longer.
Who Heather K will become? Probably someone who has power and not just a good life unless the first is a stepping stone. I don't think she would be satisfied just living a comfortable life. Not sure if her initial list is where she really would want to end up.
