I think of 'waffling' as to not be decisive.

And yes - I think the dog is lonely. I had a wonderful dog, she never barked. But this is the disreputable house, rental, behind us. The dog is left outside all day. Owners gone. There are no trespassing signs, this place is under video surveillance at all times signs, and I've been accused of being inside that house. So, I am hesitant to go near. I have complained about the mess in the yard, in the driveway. So I am probably a 'persona non grata' as far as they're concerned. But I like the idea of a kong. I could maybe find one somewhere, throw it to the beast. Or perhaps somehow hit the owner. LOL
