Fair enough - you should feel comfortable with what you write, but there's an element to consider there. Two, in fact.

The first thing you say is true - advance Will into making remote masks, and then screw up with Cindy, but not having them will force him to improvise. It also makes him easier to catch, which introduces a lot more conflict - he's leaving a bigger trail for people to sniff on. Having Cindy as an unlikely ally, if only because she can end up lording over Chelsea, might give her a bit more color.

Which leads to the second thing to consider: what could make Cindy distinguish herself from simply being "the rival to the queen bee in school?" For one, she already has a ton of drama at her house - particularly her sister, who's unfortunately a dupe for an evil warlock. Very little is said of Cindy and Lucy's relationship, let alone of the Vredenburg's at all - sure, there is, but it hasn't been explored. Using that to add another layer would be interesting. For example - notice how essentially Cindy and Lucy are distaff counterparts of Will and Robert in terms of their sibling relationship? Sure, it's a stretch to say that they have a relationship at all, but it makes sense in context: Will can't stand Robert because he finds him annoying; Cindy doesn't even talk about Lucy but her shadow's cast over her, and having Chelsea take the spot that her sister did once fuels her rivalry, but otherwise, they don't have the strongest relationship. (Though, you can blame that on Blackwell.) If you're going to have a Will/Cindy story with layers, you might have to consider their relationship with their siblings and parents, and what their actions may impart to that.

But, again, it only depends on intent, and it's...evident, to say the least, that you're not aiming on that path. At least consider it as a possibility - a branch that could be explored, if not by you.
