I know it's basically pandering, but how about Cindy? And have it as a sort of "Cinderella" story?

Hear me out: Will turns into Chelsea, getting all her thoughts - including how she wants to take Cindy out, because she's the biggest challenger. Rather than enslave Cindy, he does a little complicated chain, where he swaps with Cindy while having Chelsea as his "slave" - outwardly being the queen but inwardly being the servant. While living Cindy's life (and probably getting close to Lucy - a complication that you could introduce), Will can approach the real one with a proposal. He can return her life - and have Chelsea as a pawn - but she must answer to him. (Or her. Why suggest Will is a guy when he can turn into anyone?) Thus, he's the whisper behind the power behind the throne - a nested form of control. And - if you want to go a bit more eerie - you could have it so that Will gets masks of all of Cindy's friends, strangely suggesting that the "mysterious benefactor" could be anyone.

Bonus points if his scheme is thought of well enough to leave him out of that - Cindy got turned into Will because he's the unfortunate bystander that the "benefactor" used. That could lead him to tackle the other schools - how about having Alyssa Randal, or perhaps one of her cronies, responding to the "benefactor" as well? Of course, there's the pesky troubles of Blackwell and the Durrases to deal with.
