Hal can be quite a fun character to write at times, spouting what is by now quite dated agitprop.
My personal interpretation is that he is Marxist in that way that only the middle classes can achieve. Somewhat like Friedrich Engels justifying his horse riding on account of the need for cavalry when the revolution comes.
The other side I've put into him is the "just to see if I could" type of Scientist or Engineer, which I think is neat matchup for the Kenandandra / Catilindira combination.
By contrast, I have written Will to have an increasingly irrational hatred of Hal, up to the point where he kills him in "Chekhov's Gun" . Then again - spoiler alert - maybe Will isn't quite thinking correctly by that point...
