An email would be a private communication. Emailing the person who made a comment is already available via the right-click handle menu of their userlink.

Handles in userlinks have both a right- and left-click menu with useful links.

To speak to a commenter within the public conversation, add your own comment and preface your remarks with their userlink = tag them, which will send them a notification of the tag. They would normally also receive an email notification including your follow-on comment unless they opted out of receiving such, or if the known intermittent bug on that function cancelled their follow-on notifications.
