If the author has made their work available to be read and reviewed by everyone on site, then they have (or at least should have) accepted to be reviewed. As long as your review is sincere and not destructive, I'm sure most authors will be grateful for your feedback. I have, in my experience, been ingnored by quite a few, but that's the choice the author makes -- to consider the offered points or to ignore them. But in the end, you giving someone your impressions as a reader or suggestions as a fellow author is a good deed.
