As with everything else, it would depend on why you're including it. I generally use deep/close 3rd limited PoV and allow my characters a brief thought about the past to set the context for something current. Maybe something longer if it wouldn't work added in dribs and drabs.
I'd probably prefer to read a short info-dump rather than an idiot conversation if the only purpose is to bring the reader up to speed about something.
