You mean, What if your question/puzzle has two possible answers, and both words "code" to the same number?
With the phone keypad "code" procedure, there's nothing that prevents that except statistical probability. It could happen, but it's not too likely.
If you use a more "secure" code procedure, it wouldn't happen, but you would only be able to use four letters of your word or phrase because it would take 2 digits to code 1 letter:
For example, since no leading zeroes are allowed, start with 11 --
a = 11
b = 12
c = 13
...
z = 36
