To do or not to do

What is the general consensus on writing a prologue?
Are there any 'rules' per say
How much of the story may be given away or is it used to tantalize the reader?
Do readers often skip the prologue and dive straight into the story?

As a newbie to this site,I am not sure of my way around, in fact I am probably asking these questions in the wrong 'community hall.'
