Some edits of the forum header could be just fixing typos or changing settings, though, and an automated system wouldn't be able to tell the difference.

It might be more practical for the forum owner to put a dated note at the top of the forum when they edit the header, alerting visitors to important changes. A jumplink could be used to pinpoint where the changes were made.
