Most of the contests run on this site are run by individual members in regular Forum items, which are general purpose rather than specially designed for contests. Since the individual members design their own contest pages, they are able to put deadline information at the top if they choose, but the site doesn't have the ability to make them do that.
You could review individual contests and make that suggestion to the owners.
