I am re-reading one by Gerald Seymour.
For some unknown reason he thinks a chapter needs to be 12 pages, no matter what is happening.
If group A is walking down the road at the end of Chap.!2, they will still be walking down that road at the start of Chap.13.
However... in those short chapters, we find out what groups B, C, and D are doing with only a Double Space separating the action.
A Chapter Ends when it Ends... and not one word sooner. It can be One Page or as many as necessary. When the action moves to another location, or time, that is the best time to end a Chapter if you think it's getting too long.
Gerald could have given Groups A, B, C, and D their own Chapter.
Although the 12 page thing lets me decide whether to stop for a smoke, or put the book down for the night.
