I wouldn't dare interfere with the flow of your story by enforcing the rules or demanding you stick rigidly to every little detail. Creating things is probably vital to survival but not vital to the story.
Seeing as you are an undoubtedly intelligent bovine, I doubt it would be difficult to nudge and hint enough for your cro-magnon neighbours to lend an - albeit grubby - hand. Have you thought about getting a trained helper monkey? :)
I'm sure you will come up with a funn and creative alternative, and I look forward to seeing the results.
