I would say don't start with a blank page. Put down your premise, your main character and some profile bits (on a copy, of course) and start writing around those things. Put down all the questions you can think about and don't worry about the answers. It might lead you to something you know or don't know about your story. But then the page isn't blank, and you doodle all over it.
