You cannot rearrange the order. You can turn most tabs on/off for other people. You're always going to see all your own.

Some are off until content is created:
If you do not have a blog item assigned, the Blog tab does not show to other people.
If you do not have any sliders created, your Sliders tab does not show to other people.

Most of the other tabs have settings in their Manage section that can be used to determine who (if anyone) can see them. When a viewer does not meet the criteria selected for a tab, that tab does not show for them, and the tabs to the right slide over to close the gap.

As an example, you can look at the tabs for Writing.Com Support , where only three tabs are shown.
