If you click on Points at the upper left, it takes you to a page where you can send gift points, including anonymously.

If you left-click on a member's handle in a userlink, there is an option for sending gift points which preloads that member's username in the same form you get to above.

You can also get there from the LH nav menu, under Gift Point Tools, with the first entry in that submenu Send Gift Points.

The LH nav menu heading Gift Point Tools also contains a link to the Angel Resources page.
