Hi Jimbo

With regards to writing a character's thoughts, I'd go with your third option. A thought isn't speech and not technically a direct quote. However, I think should also add that unless your character is in a scene or world where there is telepathy, putting - to himself - together with he thought is rather redundant. - This guy is a moron, he thought - for me is the way to go.
