I had the same problem. I have an antagonist but she doesn't really play much of a role until later in the series. I needed an immediate presence. So, someone who will eventually become a good guy, gets to be my bad guy.
I think in your case your best bet would be to write a scene that includes them all some how or just randomly pick one and go for it.
