Depends on what you mean by "scene" - are you talking about settings? Or actual narrative scenes? It's possible to have multiple scenes with in a chapter (admittedly, it's also possible for a scene to cross several chapters.) The number of scenes can vary highly by book. Chapters, on the other hand, generally fall somewhere between 20-50 in my experience.
