Yes, everyone has that problem at some point. Julia Cameron author of The Artist's Way has her students keep a journal (handwritten). She suggests that before you do anything else in the morning that you write 3 pages stream of consciousness. Don't worry about what you write or if you jump from one topic to another, just write the pages. As you write and I can attest to this you will notice that you will begin to write scenes for stories, come up with new stories ideas and the like. It really helps with Writer's block.
