Add Highlight/Filter

I do not know how possible or practical this might be, or if I should do it myself by pulling all of the mail into my offline client (Thunderbird) and managing my own filters. However, I feel I should at least point out what I would like to see as an improvement to the email "Add Highlight/Filter" functionality.

I am getting some strange behavior from the filters I have setup. I don't wish to suggest that there is a problem when there is none, but there is one thing lacking:

Order/Priority

Right now, things seem to operate top down from the first filter I create to the last, but because there is no way to prioritize or re-order filters, I'm not confident (short of deleting them all and re-adding them in a specific order) how things are operating, and what happens when conflicts occur. Some things I think should be moved to other folders are not, and other things are moved when they shouldn't be. Being able to sort them/prioritize them would allow me to solve my own problems within the scope of what the filters can do.

If this is too much to ask, I will use a POP3 solution. I might have to anyway, but... I *really* like the highlighting feature. It helps tremendously.
