To me i think it is a puzzle of pieces. There is the setting to be sure, and indeed, there are certain other considerations such as the voice must be completely appropriate to the story and characters, but i think it is the World you build, the devices you use and the language that fit together on a good plot to make the story truly steampunk. where would we be without or goggles, walking sticks, scarves and airships? One particular thing that is not explored much yet, in our stories at least, is the train. This was the primary transportation that was steam powered and yet i think we shy away from stories on the train. Not completely sure why this is so, merely my observation.
