Questions on Review Requests

I'm a Newbie who's a bit confused by the "Review Request" option when posting something. On the one hand, when I first log in to check my mail or do whatever, I notice a listing of items asking somewhat generically for a review. If something catches my eye, I'll respond.

However, when I use the "Item Tools" pull-down and click on the "Request a Review" option, it brings me to a list of members accepting review requests. Sadly, every time I've requested a review this way, I've never even received the courtesy of an acknowledgement that my request was received, never mind a "No thanks." It's kinda rude, but what are you going to do? In my case, write that function off as not worth the effort. In its place, how does one get a general review request of the type I see when I first log in? I must be missing something.

Reviews here seem to serve the same function as Volunteer Editor Requests on other sites, so the feedback from a review is a very important tool for aspiring writers. I'd like to maximize it's potential by using it correctly.

My standard disclaimer: I have no idea whether this is the right place to post this question. I simply make my best guess and go for it.
