If it helps at all, maybe contact your financial institution, or the number on the back of your card? I work for a credit union, and some times, Visa will block PayPal transactions for possible fraud, especially if there have been other "suspicious" activities. That can be anything from multiple, even LEGIT charges to companies like Apple and Xbox (or, in some instances, PayPal) because they are prone to fraud, multiple hits at gas stations, or hits to companies registered outside of the US, if that's not common for you.
