From a certain point of view, to be sure; however, there are conventions that must be followed. Otherwise your story may just be fantasy, or science fiction, or whatever. My only point was, and is that Steampunk lends itself well to such conventions as magic, but you do need the elements that set the story apart as Steampunk, otherwise it is something else entirely.

Yes Steampunk will blend itself with magic. Yes, Steampunk will blend itself with romance, and perhaps erotica. Yes, Steampunk will blend itself with fantasy.

Each of these areas also have conventions of their own. The expectations are ultimately set by the reader but a reader of Steampunk has certain expectations and a reader of romance has certain expectations. If the story is a romantic Steampunk tale then it needs to satisfy both sets of conventions.
