I've found that writing (or doodling) something "in universe", but not necessarily "in story", helps me break through a block.
I doodle pictures of the town, or characters, or props. I write a speech for the Mayor-- one that he will never deliver. I write backstory for minor characters. These can be way more interesting than what I was originally writing about... or end up being useful for central characters instead. Sometimes I just fall into research mode (assuming it's not a completely original universe) and flip through books at the library until an idea sparks.
You can write through a writer's block, the trick usually is to write something completely opposite of your work. I occasionally write fan-fiction to get out of my story rut, but still stay in the fiction writing grove.
