Getting Started is emailed to new members, along with other information. I believe they also log in directly to the Getting Started page -- it's their start page for the first few logins.

It helps to keep in mind that about 200 people join the site every day as new members... Thus, the number of questions in "Technical Support ForumOpen in new Window. from new members is really a very small fraction of those members. It's inevitable, no matter how much information is given and in what format, that some people will still rather ask other people for help.
