"All Ratings" and "Rating Requires Review" create two entirely different scales because each group accepts different "standards" for their ratings. The first group obviously more accepting of the occasional 1 star, 2 star and otherwise negative often anonymous feedback which does likely lead to a slightly lower rating (though an item with 20 5 star ratings and one 1 star rating still rounds up to a perfect 5 star display).

The 2nd group creates a different scale by accepting only ratings that come with "more" feedback. They are somewhat less likely to get negative opinions and thus less likely to get lower ratings, meaning the average ratings for these items is unnaturally higher.

Thus, the rating average on an "all ratings" items and a "requires review" item can't be compared. The ratings are just not given under the same guidelines. That's why "accepts all ratings" is the original standard and the only one where we show ratings.
