Oops -- indeed, the Notepad when opened in the default "same window" mode had a bug and the navigation wasn't showing. I've corrected this...

You can also head to:
http://www.writing.com/main/my_account.php?action=ea_form&type=preferences

And look for My NotePad Launch -- you can set that to launch into a pop-up window as SMs had noted.
