The term "public review" refers only to the site and its members. Reviews are not visible to nonmembers or search engines. If someone who is not signed in as a member tries to access the public reviews page, they are asked to sign in.


Public reviews are further restricted to however you have the item itself set. If the item is set to Preferred+, then only Preferred+ can see the review, etc. (Except that if the item is set to unrestricted, it doesn't make the review unrestricted.)
