You've misread the copyright item. You give Writing.com the right to display your work on Writing.com - period. YOU have the right to display it anywhere you choose at the same time it is displayed here. it remains your work.
E.J. Roberts is correct. It will depend upon the publisher, some won't take anything if it's been simply posted on your blog. Check with the publishers you're interested in. You can post it and keep it private, giving a passkey to anyone you ask to read it.
