Some publishers (though not all) consider any writing freely available on the web in its entirety to be published online. Some do not include critique sites in that, but some do. The safe rule is to have no more than three chapters available without either a password or someone needing to log in to the site to read it. To add a passkey, go to Edit. In Section 2: Content and Access Control Settings you have Access Restrictions, followed by Passkey. You do need an Upgraded Membership to add a passkey. But you can change the Access Restrictions to Registered Users and higher only. That means someone searching the web can't read it without logging in to Writing.com.
