I get most of my thoughts when I'm walking or in the car. The problem is when I write these up later I sort of skim over the details sometimes. I suffer from procrascination when I get writer's block. Normally I just skip ahead and do the next part I have an idea for, or normally I skip between different stories.
Anyway, what gets me stuck is when I finish off a paragraph and while it has its own little conclusion it isn't yet the end of the scene. You could try changing the ending of the paragraph or read back to figure out what it was that led you on a descriptive tangent. That or get a friend who's a fan to prod you, but I don't normally like what I churn out under those circumstances.
