Yes, but they won't be able to publicly post it . Which is why a review only option may be able to fix that. I believe reviewers should be able to publicly post so they can earn giftpoints and recognition for their hard work. I think many people don't review non-rateable items because they can't be publicly posted.
EDIT: They also don't count towards the rate/review score on their ports either.
