Welcome to the Fallout Shelter.

I hate it when the culprit has not been part of the story before. Yeah, as you describe it, it's not quite God in the Machine, I think you could argue that it's related. It's not God in the Machine because it doesn't really resolve anything, but related, at least in annoyance and throw-across-the-room factor, because it doesn't have anything to do with the story you just read.
