I've been doing a little reading now and then on it.

Do you feel tension before you do this? Or do you feel relieved after you have pulled them out?

It could be trichotillomania. All trich. really is, is an impulse control disorder. It doesn't mean that anything else is going on, or that you're nuts or something. Compulsive gambling for instance is an impulse control disorder. Though trich can be a bit more serious, in that some people ingest the pulled out hairs and some people also ingage in things such as skin-picking and nail-biting.

Weeks to months can pass before a person does it again.

Do you do this absentmindedly? Or are you rather fully aware that you are doing it?

Do you remember when you first started and why?

Some say that they started as a reaction to stress, though professionals seem to say that it may be a factor, but if the person learns to handle stress the pulling may still continue.

I'm not sure of your sister, it's a possibility, but I'd need to know more.

There are some things that can help.

Next time try, when you get the urge, write down what you are feeling instead of plucking, or if you can't just start scribbling or writing nonsense, or drawing to distract you so you don't pull your eyelashes. You can also try wearing gloves. Or some other way of keeping your hands occupied. Perhaps, call a friend, or grad the remote and see what's on tv.

Do you live with family? Or anyone? If so, and they are home, go in the room that they are in, that is if you do it when you are alone, doing it in a room with someone else may stop you.
