We wouldn't create a tag like that. If you want to show an entire album, please link to the photo album items which does show all of the thumbnails on one page. This allows members to choose to load and/or view all of those photos.
That is the most courteous option for those members on slower computers and/or internet connections. It's also most helpful for the site's own resource usage.... Not too mention that the image limiting preference would only show most people up to 3 images or photos at one time, so the tag would be self defeating in a forum post or book entry.
