2 comments of my own opinion to this that may help you not worry so much about getting low ratings without reviews:

1. Writing.com has functioned VERY well with its current rating system, and there is a lot of positive feedback given throughout the site. Just because a few low ratings without reviews are sent doesn't mean there is a problem that applying a rule will fix.

2. Just because someone gives an item any rating does not mean it really deserves it. People have different standards of rating, and there are those who rate higher than average and those who rate lower than average.

Ratings are nice "general" statistic to tell how you might stand, but it's the reviews that will really improve your writing. What I'm trying to say is don't get let a few bad ratings discourage you. It happens to everyone, and the best response is to ignore them and focus on the reviews that will actually help you improve your writing.
