I'm thinking the problem is with your device, but not being there to physically check it, I can't help much more. Here, though, I'm going to include two screen shots from my personal iPhone, with the settings I have:
To get to that second screen with the "Incoming Settings", I tapped the "Advanced" link from the bottom of the first screen. The server connects correctly and I've been able to check my mail on my iPhone for a number of years without issue.
Of course, your iDevice must have working internet access and the provider you're using for net access must allow you to use email services over their network.
