Open the "Review Tool" by clicking that button in the review area. It has the complete toolbar available.
We currently have the basic review area without the toolbar so that newbies and passers by don't get confused about what they're doing -- the opinions sent within reviews are most important, so we want to keep it as simple as possible.
So, stick with the review tool when you need to use ML for a more detailed review.
