Character length does not ensure quality reviews, it just ensures longer reviews and more spent Gift Points.
The only way to reward people for quality reviews is to examine the reviews you receive, make a human judgement on each review's particular useful to you and then send GPs back to the reviewer when you respond and thank them for the feedback.
If you put a small auto-reward on the item and then note to readers/reviewers either at the top of the item or the bottom of the item that you will further reward the best and most helpful reviews you receive, you have a better chance at doing what you are looking to do.
