I'd prolly cross the border from India at Puntsholing and stay at Hotel Thuenpa Puenzhi so I could sort out permits. Great staff and about $20/2 nights. The resort in Paro is $1,000/2 nights. Paro and Thimpu look accessible. BUT... permits for Americans and others are $250-290/day so ... I think not. At $2,000 for one week I just can't afford it. Travelers from India, Maldives and Bengladesh are welcomed.
