I think it is a matter of common courtesy that if you read someone else's writing and have the opportunity to do so you should give them a review or at least a few words about how their piece affected you. They have put the effort and the bravery on putting their piece out there for you to read and if you do read it it is your responciblilty to help them improve it. It is the point of being on this site. This is not to say you should mercilessly rip their writing apart and leave them with a sour taste in their mouth. When you write a review it is common courtesy to make it the sort of review you want to receive, polite, respectful, and helpful.
