         When the fourth sealed the nine-tailed fox into his son, he made a deal so his son can summon foxes into battle.

Ninja Academy:
         During his time at the academy, he finds the scroll hidden in his desk.

Wave Mission:
         During the wave mission, Naruto stumbles upon the fox summoning scroll.

Chunin Exam:
         During the Chunin Exams, Naruto finds a summoning scroll for foxes.
