First Day Gift
         After Naruto's first day at the academy, the Hokage gifts him the summoning scroll for foxes.

Incentive from Iruka
         Iruka makes a deal with Naruto. If landed a prank on him, he'd gift him a summoning scroll.
         Not just any summoning scroll, but the scroll of the Uzumaki's Clan. The Fox Summoning Scroll.

Taking a peek into the Forbidden Scroll
         When looking through the Forbidden Scroll, Naruto finds a seal for the Fox Summoning Scroll.

Fighting Mizuki
         When fighting Mizuki, Naruto accidently finds himself talking to his guest in his mind, and making a deal to become the next summoner of foxes.
